Primary Purpose:
Direct and manage the information systems and computer services for the district. Ensure efficient and effective access to information and related technology by all campuses and administrative departments.
Education/Certification:
Bachelor’s degree
Special Knowledge/Skills:
- Knowledge of computer network, hardware, and software applications
- Knowledge of computer applications development and implementation
- Ability to manage budget and personnel, coordinate district functions
- Strong organizational, communication, and interpersonal skills
- Ability to implement policy and procedures
- Ability to interpret data
Experience:
Three years’ experience in supervision and management of an information systems department for a large organization.
Major Responsibilities and Duties:
Information Management
- Assist schools and administrative departments to develop and implement plans to address technology needs relating to attendance, grade reporting, scheduling, demographic data, and budgetary information.
- Help develop and implement district standards and specifications for hardware and software use.
- Coordinate technical support for district staff with the Director for Technology.
- Manage, direct, and assign priorities and personnel to major projects to ensure attainment of district and department goals and objectives.
- Ensure the timely and accurate reporting of the Public Education Information Management Systems (PEIMS).
- Ensure the timely and accurate reporting of all district financial and student data.
- Assist with the implementation of staff development in the area of information management; make presentations as needed.
- Coordinate and participate in training of district staff in areas including but not limited to attendance, discipline, and leaver coding.
- Develop and implement a disaster recovery plan. Develop and coordinate a continuing evaluation of information and technology services and implement changes based on the findings.
- Serve as the district's point of contact for all issues related to state and federal data reporting.
- Responsible for implementation of the district student management system. Provide training and support to campuses and to business and personnel offices responsible for the student management system.
- Run edits, reports and verification checks on data to ensure accuracy of information. Distribute edits and reports to appropriate staff for analysis, verification and correction.
- Perform other related duites as assigned within the appropriate skill and experience capabilities expected for this position.
Policy, Reports, and Law
- Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of information management.
- Compile, maintain, and file all physical and computerized reports, records, and other documents required.
- Apply district records retention policies to all district computerized records in the student and financial areas.
- Develop and update a multi-year operations plan for information technology, based on projected district growth.
Budget and Inventory
- Administer the information services budget and ensure that programs are cost-effective, and funds are managed wisely. Compile budget and cost estimates based upon documented program needs.
- Participate in contract negotiations for computer hardware, software, maintenance, and related services.
- Coordinate the purchases that support information services, initiate purchase orders and bids in accordance with budgetary limitations and district policies.
- Recommend the disposal and replacement of obsolete equipment when necessary.
- Evaluate and make recommendations regarding the current district software for student and financial data.
Personnel Management
- Prepare, review, and revise job descriptions in the information services department.
- Develop training options and improvement plans to ensure exemplary operations in the information services area.
- Evaluate job performance of employees to ensure effectiveness.
- Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, transfer, retention, and dismissal.

- Attend professional growth activities to keep abreast of innovations in information management and technology services.
- Perform other related duties as assigned within the appropriate skill and experience capabilities expected for this position.
Supervisory Responsibilities:
Supervise and evaluate the performance of systems analyst(s) and department secretary.

Regular district-wide travel to multiple work locations as assigned. Regularly sit, talk or hear; frequently required to use hands to finger, handle, or feel; frequent repetitive hand motions; prolonged use of computer; occasionally lift and/or move up to 10-50 pounds; occasionally required to stand, walk reach with hands and arms; vision abilities include close vision; and color vision, regularly work with frequent interruptions, maintain emotional control under stress; the noise level is usually moderate. The employee may spend long hours in intense concentration which requires attention to detail. There are a number of deadlines associated with this position, which may cause significant stress. The employee must also deal with a wide variety of people on various issues. Regularly perform multiple, highly complex, tasks with a need to periodically upgrade skills in order to meet changing job conditions and compliance with legal guideline. Flexibility is required to independently work with others in a wide variety of circumstances and integrating into different school environments. Occasionally work prolonged and irregular hours.
